National Institute for Lobbying and Ethics Names Monahan and Smith 2023 ‘Top Lobbyists’

Arnold & Porter policy advisors Jessica Monahan and Amy Smith were recognized by the National Institute for Lobbying and Ethics for their outstanding legislative work in the group’s 2023 “Top Lobbyists” list. The National Institute for Lobbying and Ethics (NILE) is the premier trade association for the lobbying and government affairs profession.

The list, which is in its fourth year, recognizes lobbyists, PAC managers, and grassroots professionals who show significant legislative success, are innovative in their field, held in high regard by their clients or members, and are individuals who give back to their community through charity or pro bono work. Arnold & Porter has had seven lobbyists recognized by NILE over the past four years.

Monahan’s experience, substantive expertise, and creative thinking in her work with clients has yielded a significant record of achievement, which includes securing large amounts in federal funding and influencing critical legislation. She leads the firm’s work on federal appropriations and transportation policy, utilizing her background working with local governments, transit authorities, airports, and transportation companies. Her practice includes a diverse spectrum of non-profit organizations, Fortune 100 companies, emerging businesses, government contractors, and associations.

Smith co-leads the firm’s Education and Workforce Policy practice and uses a combination of policy, federal funding, and profiling building strategies to advance client goals. With a keen understanding of the budget and appropriations process and navigating the potential impact of federal policies, she has assisted clients in securing historic wins over the past year. Additionally, Smith has long been dedicated to her pro bono service and community engagement work.
