Helen Mayer Clark counsels clients in a wide range of financial regulatory matters. In particular, Ms. Clark represents banking organizations and other financial institutions before the federal banking agencies, CFPB, and HUD in enforcement and consumer protection matters under ECOA/Regulation B, Fair Housing Act, the Telemarketing Sales Rule, and BSA/AML.

Ms. Clark also assists the advocacy and compliance efforts of her clients in major Dodd-Frank Act implementation areas including the Volcker Rule, the regulatory capital rules, and Title X consumer protection issues.

Ms. Clark maintains an active pro bono practice focusing on representation of individuals before local government agencies as well as historic preservation issues.

  • Financial institution in joint DOJ/CFPB fair lending investigation.
  • Payment processor in settling CFPB allegations of UDAAP and Telemarketing Sales Rule violations and assisted the client with ongoing compliance matters under the resulting consent order.
  • Large national bank in settling HUD allegations of pricing discrimination and redlining in violation of the Fair Housing Act.
  • Large federal savings association in settling CFPB allegations of redlining under ECOA and Regulation B.
  • Private wealth manager, before the Federal Reserve, in seeking a conformance period extension from the covered fund provisions of the Volcker Rule for certain illiquid funds.
  • Large insurance company in advocating for flexibility in the capital treatment of savings and loan holding companies with substantial insurance activities under Section 171 of the Dodd-Frank Act.
  • Federal Housing Finance Agency, Conservator of Fannie Mae and Freddie Mac, in connection with the development of a common securitization platform for the GSEs.
  • DC senior citizen, pro bono, in negotiations with the DC Water and Sewer Commission which resulted in the client's water service being restored.
